I found a registry key that'll do it for me.
http://mattshaw.org/news/window-map-caps-lock-to-windows-key/Windows Registry Editor Version 5.00[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout]"Scancode Map"=hex:00,00,00,00,00,00,00,00,02,00,00,00,5c,e0,3a,00,00,00,00,00
Just save that as a .reg file, run it, and reboot. The regular windows keys still work too.
